North Los Angeles County Regional Center (NLACRC) is one of 21 private, nonprofit organizations under contract with the California Department of Developmental Services (DDS), to coordinate and provide services and supports to people with developmental disabilities and their families. Developmental disabilities include intellectual disabilities, epilepsy, autism, and cerebral palsy. NLACRC has three offices and oversees services provided in the San Fernando, Santa Clarita, and Antelope Valleys. There are approximately 40,000 individuals eligible for services within the NLCRC catchment area. NLACRC has historically published Request for Vendorizations (RFVs) to vendor qualified service providers for services identified as needed within the catchment area including: San Fernando Valley (SFV), Santa Clarita Valley (SCV) and Antelope Valley (AV).
NLACRC is now accepting proposal submissions for its Fall 2025 Request for Vendorization (RFV). Entities wishing to become vendored to provide services for the population served within NLACRC may submit a proposal following the instructions provided here. Submission of a proposal is not the vendorization process itself, but the first step in being vendored with NLACRC. All applicants must demonstrate they possess the necessary, relevant professional experience, education and organizational capacity to create and sustain high quality, effective, and long-term services that are responsive to the needs of the individuals who receive regional center services. A. Eligible Applicants
All proposals must demonstrate a business/service address within the NLACRC catchment and the necessary, relevant professional experience, qualification, and organizational capacity to create and sustain high quality, effective, and long-term services that are responsive to the needs of the individual. Applicants must disclose any potential conflicts of interest per Title 17 Section 54500, please see Anexo B: Declaración de obligación. Applicants, employed by regional center and members of the governing board, may be subject to disqualification per Title 17 Browse – California Code of Regulations. Applicants that have been sanctioned in the last 12 months will not be eligible for vendorization.
B. Applicant Partnerships and Materials Submitted
Applicants who apply as partners must have full knowledge of the proposal packet and must demonstrate commitment to the project during start-up and ongoing operations. However, if a partner’s sole purpose is to provide financial backing to the project, the financial backer need only show financial commitment. If the partner’s role is only to provide technical support (e.g., drafting the RFV response), the applicant receiving such support is responsible for all language contained in the RFV and the eventual program design. All parties involved with the submission and related to the agency must affirm that the information presented in the proposal and all related documents are true and that this proposal was developed and authored by the person(s) indicated. Falsification of information or failure to disclose any conflicts of interest or history of deficiencies/abuse by any parties involved with the submission will be cause for immediate disqualification.
C. Reservation of Rights
NLACRC reserves the right to request changes in a proposal, to accept all or part of a proposal, or to reject any or all proposals. NLACRC may, at its sole and absolute discretion, select no provider for these services if, in its determination, no applicant is sufficiently responsive to the need. NLACRC reserves the right to withdraw this Request for Vendorization (RFV) and/or any item within the RFV at any time without notice. NLACRC reserves the right to disqualify any proposal which does not adhere to the RFV guidelines and/or vendorization requirements as set by California Code of Regulations, Title 17. This RFV is being offered at the discretion of NLACRC. It does not commit the regional center to award any funds to applicants.
D. Costs for Proposal Submission/Start Up Funds/On-going Costs
Applicants responding to the RFV shall bear all costs associated with the development and submission of their proposal. RFV projects do not have start-up funds associated with them. If approved as vendors, applicants are responsible for 100% of the initial start-up cost and continued maintenance and operating expenses of the services indicated. Please note RFV projects are considered critically needed services; however, per regulation, please be informed that pursuant to Title 17 section 54322, (d) (10) regional centers cannot guarantee referrals.

Applicants for all projects must be able to demonstrate verbal and written proficiency in English and should be able to provide/offer services in at least one of the following languages:

H. Proposal Content Requirements
The following 9 components must be included within your proposal submission to be considered complete:
- Must be complete and include a business/service address within the NLACRC catchment, and indicate the entity type of the applicant. Related entity documents submitted should indicate the correlated address within the NLACRC catchment identified on the Proposal Title Page.

- Applicant’s Experience & Background per Title 17 Requirements
- Provide a 1 – 2 page summary of the applicant’s/agencies qualifications which details education, knowledge, and experience providing services to persons with developmental disabilities and includes a brief description of applicant’s experience in developing and operating the type of project for which you are submitting a For provider experience, education, and certification requirements, please refer to the project description.
- Resumes for directors/administrators/supervisors and all identified managing staff.
- At least two (2) references with addresses and telephone numbers, and a statement permitting that references may be verified by NLACRC, for each director/administrator/supervisor and all identified managing staff.
- Copies of applicable professional licenses and/or certifications for directors/administrators/supervisors and all identified managing staff.
- Service Description/Service Code
- Provide a brief description (2 – 3 paragraphs) of the service to be provided, including the identified service code. For a list of “Types of Services” and service codes indicated within Title 17 regulation please visit Ver documento – Código de Regulaciones de California
- Anexo C: Declaración de equidad y diversidad
- Attachment D: NLACRC Cost Statement
- Business Entity Documents
- Provide business entity documents for the entity indicated on the Proposal Title Page including; Business License, articles of incorporation, articles of organization, DBA, Identification Number issues by the Internal Revenue Service (IRS), Social Security Card or Drivers License.
- Licensed and Certified Programs/Staff
- Documentation of any relevant professional license, facility license and/or professional certifications required to provide the service must be included. Adult Residential Facilities must show relevant Community Care Licensing (CCL) licenses indicating at least one non-ambulatory bed. (See project links for details)
I. NLACRC Proposal Writing Guidelines
El solicitante deberá presentar una copia electrónica en un Formato PDFSe descalificará a un solicitante que no siga las instrucciones, no complete los documentos, no entregue los documentos requeridos o no cumpla con el plazo de entrega. Todas las propuestas presentadas deben cumplir con los siguientes requisitos:

J. Submission of Proposals
All proposals must conform to the attached Proposal Writing Guidelines and Content Requirements. The applicant must submit the completed proposal via email to Resourcedevelopment@nlacrc.orgNo se aceptarán copias por fax.
